This section provides access to the key governance and project documents of S4AI_HUB, showing how the project is planned, implemented, monitored and communicated. The documents cover the strategic framework, governance and collaboration tools, user needs analysis, service and training catalogues, KPI reports, communication strategy and access-to-finance guidance.
The purpose of this section is to provide stakeholders with a transparent overview of the development of S4AI_HUB as a European Digital Innovation Hub for Artificial Intelligence in Serbia.
D 1.2 S4AI_HUB staff trained in lack of skills on AI
Deliverable D1.2 presents a two-day training programme designed to strengthen the artificial intelligence knowledge and skills of the S4AI_HUB team. The training covered AI and machine learning fundamentals, practical applications in business and the public sector, and the principles of ethical and responsible AI. Through real-world case studies and knowledge exchange, participants gained a better understanding of the complete AI development and implementation lifecycle.
D1.6 – KPIs Report M12
D1.6 – KPIs Report M12 presents the second monitoring report on the project’s key performance indicators after the first 12 months of implementation. The report presents the results achieved against the baseline values and planned targets, covering supported organisations, partnerships, events, project visibility, delivered services and the development of the EDIH ecosystem in Serbia.
D1.1 – S4AI_HUB Strategy and Plans prepared and adopted
D1.1 – S4AI_HUB Strategy and Plans prepared and adopted defines the strategic and governance framework of the project. It presents the mission, vision, objectives, partner roles, management model, quality principles, monitoring approach and sustainability logic of S4AI_HUB.
The document explains how S4AI_HUB is being developed as a national one-stop-shop initiative supporting startups, SMEs and the public sector in the adoption of artificial intelligence, digital transformation and Industry 5.0 solutions.
D1.3 – Collaborative tools created
D1.3 – Collaborative tools created describes the digital collaboration tools established for the daily work of the project consortium. It focuses on the use of Microsoft Teams, structured document storage, information exchange and coordination of project activities.
The document is important for internal project governance as it provides the basis for transparent communication, document sharing, tracking of materials and more efficient cooperation among consortium partners throughout the project lifecycle.

D1.5 – KPIs report M6 presents the first monitoring report on the project’s key performance indicators after the first six months of implementation. The report defines the initial monitoring and evaluation framework, baseline values, target milestones and the approach for tracking S4AI_HUB progress.
The document is important because it establishes the basis for later reporting on supported organisations, partnerships, events, project visibility, delivered services and the development of the EDIH ecosystem in Serbia.

D1.7 – KPIs report M18 provides an overview of S4AI_HUB progress after eighteen months of implementation. The report tracks the achievement of key indicators, activities implemented across work packages, communication results, service development, partnerships and the project’s contribution to the wider innovation ecosystem.
The document shows the transition of the project from the set-up phase towards operational service delivery, with a focus on evidence, results, users, partnerships and preparation for the next implementation phases.
D2.1 – Needs and gaps analysis for digital transformation of SMEs in Serbia
D2.1 – Needs and gaps analysis for digital transformation of SMEs in Serbia analyses the needs, barriers and development potential of Serbian SMEs in the process of digital transformation. It focuses on digital maturity, infrastructure, modernisation of business processes, development of digital skills and the need for systematic support.
The findings show that digital transformation is not a one-off project, but a continuous process requiring parallel investment in people, technology, strategy and partnerships with startups, academia, institutions and donor programmes.
D2.2 – AI matchmaking platform
D2.2 – AI matchmaking platform presents the development and initial deployment of the AI Nexus platform as a digital entry point for S4AI_HUB users. The platform enables user registration, access to programmes and services, progress monitoring, collection of structured data and matchmaking between relevant actors in the innovation ecosystem.
AI Nexus is designed as a tool connecting companies, startups, public sector organisations, technology providers, research institutions, investors and business support organisations through a controlled and consent-based communication process.
D2.3 – Catalogue of S4AI_HUB Services
D2.3 – Catalogue of S4AI_HUB Services presents the catalogue of services offered by S4AI_HUB through the European Digital Innovation Hub model. The catalogue translates project activities into a clear, user-oriented portfolio of services.
The services are grouped into five areas: digital maturity assessment and transformation planning, skills and training through the EDIH Academy, Test Before Invest and technology validation, access to finance and investment readiness, and ecosystem matchmaking and access to the EDIH network.
D3.1 – Catalogue of courses created
D3.1 – Catalogue of courses created presents the training catalogue developed within the S4AI_HUB project and the EDIH Academy model. The catalogue was developed based on the needs of SMEs, startups and the public sector, as well as through cooperation among partners with expertise in artificial intelligence, digital transformation and skills development.
The catalogue includes 24 training programmes covering areas such as artificial intelligence, cybersecurity, cloud services, digital business analytics, Green ICT, digital business skills and specialised topics for startups and the innovation ecosystem.
D5.1 – Guide to find investment
D5.1 – Guide to find investment is a practical guide for startups and SMEs seeking funding sources for development, innovation and growth. The guide explains the differences between startups, innovative SMEs and traditional SMEs, as well as how different types of companies can approach capital.
The document provides an overview of grants, venture capital funds, angel investments, corporate innovation funds, government incentives, EU programmes and crowdfunding models. It also covers investor preparation, pitch deck structure, one-pagers and common mistakes in approaching finance providers.
D6.1 – Communication and Exploitation Strategy
D6.1 – Communication and Exploitation Strategy defines the communication framework of S4AI_HUB, including target groups, key messages, communication channels, communication phases, visual identity, visibility rules and monitoring of communication results.
The strategy aims to ensure the visibility of S4AI_HUB as a national reference point for artificial intelligence adoption, digital transformation and advanced digital skills, through active partner involvement, media relations, events, digital channels and the European EDIH network.
